در پهنه اروپا، حق دسترسی به اطلاعات رشد بسیار زیادی داشته است و در زمینه ماده ۱۰ کنوانسیون اروپایی حقوق بشر چنین مقرر می‌دارد: «هر شخصی حق آزادی بیان دارد. این حق شامل آزادی دریافت یا ارسال اطلاعات یا عقاید بدون مداخله مقامات عمومی و بدون ملاحظات مرزی اعمال می شود». ‌بنابرین‏ ماده ۱۰ با به کارگیری واژه کلی «آزادی بیان» آزادی عقیده و آزادی اطلاعات را تضمین و موجبات تحقق یکی از
